Communities and residents contribute observations and context, with rights and limits respected.
Universities and specialists contribute science, methods and identifiable review.
Agencies retain their mandate and official data ownership; PLC connects provenance, participation and follow-up.
PLC keeps the dated path from baseline and signal to response, action, repeat evidence and outcome or unknown.
PLC complements public-agency databases, weather and water services, geospatial systems, city-data platforms, research databases and emergency-warning channels. It does not replace them, and source references do not imply partnership or endorsement.
Within separately scoped Regenera projects, PLC can serve as the participation and evidence layer for a bounded place-based pilot. This does not imply endorsement by BEDO, TEATA or any agency.

Phuket Local Connect is operated by Regenera (Thailand) Co., Ltd. as a distinct public-benefit participation and evidence platform. Regenera Thailand separately provides paid professional programme design, facilitation, evidence support, advisory and project delivery. Phuket BiodiverCity is an editorially independent civic-media, listening and public-conversation initiative. Historical project credits name delivery partners where relevant; qualified licensed operators may be contracted per project when regulated tourism or logistics is required.
