PLC provides local evidence, participation and action-tracking infrastructure for place-based Circle work in Phuket.
7Generations and participating organisations retain their own identities and positions. PLC does not speak on their behalf.
What the Circle process does
Brings people together around shared Phuket questions: listen, look at evidence, agree a shared question, work on it together, try small actions, and learn before the next Circle.
How PLC supports it
PLC links official sources, keeps community signals clearly labelled, supports field validation, and tracks actions and evidence. PLC is not a government body and does not replace official systems.

From voice to evidence to action
Themes from public forums such as Voice to Action can inform Circle questions. Voice to Action remains its own public process; attending a forum does not make anyone a Circle participant, and no participant data is reused.
How progress is documented
Every claim is labelled by type (official source, PLC calculation, field evidence, community signal, interpretation). Activity is not an outcome. Circle discussion is not a government commitment. Payment cannot influence evidence or Circle outcomes.
How to contribute
- Official source
- A direct or linked record from the source owner. Showing it is not an endorsement by or of PLC.
- PLC calculation
- A transparent calculation PLC made from a cited source. The method is shown.
- PLC field evidence
- Observations or data collected through a PLC method, with scope, date and method shown.
- Community signal
- Submitted by people and not verified. A signal, not a fact.
- PLC interpretation
- A question or synthesis by PLC. Not a source fact.
